Here’s how to find the key ID and get inside the Nuka-World Power Plant: Start your game in Nuka-World and head to the Power Plant area. Look for a silver door on the north side of the building. Enter the door and take the elevator up. Once you reach the top, use the keypad to open the door and enter the power plant.

For PC players you simply can type in a console command which gets you past that part of the quest to continue which is all fine and dandy. For XB/PS players this is what I had to do:
The ”A world of refreshment” mission. You have to kill the Exterior enemies and the Interior enemies. Somehow the quest doesn’t see that you killed the Interior enemies. even if you killed them all.. So i went into the console and got the IDs to fix this ♥♥♥♥♥♥♥♥. What you have to do: Kill enemies, Interior and exterior.

Oh that's the problem then. "A World of Refreshment" is supposed to start automatically when you approach the Bottling Plant (in particular the entrance through the Quantum river). This is the subquest which ends with claiming the park for a gang, which in turn completes that part of the overarching "The Grand Tour" quest.
Four Assaultrons guarded the computer lab, which was necessary to clear this area. When you get to the end, be wary of the hole in the wall beside the locked security door with Nuka Cola Power Armor behind it. It leads to a security area where I found a whopping 4 Assaultrons, all at once!
